Accessibility Statement
Accessibility statement for Havering Council’s Havering’s Special Educational Needs and Disabilities Information, Advice and Support Service (SEND IASS) website.
This accessibility statement applies to Havering Council’s ‘SEND IASS’ website https://www.haveringsendiass.co.uk/
This website is run by Havering Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- Find content in two or more ways
- Control distracting flickering or movement
- Navigate most of the website using just a keyboard
- Access the content in a logical order even if styling is removed
We’ve also made the website text as simple as possible to understand.
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We know some parts of this website are not fully accessible including:
Third-party plugins (Google Maps, Google Recaptcha, Google Translate, YouTube embeds) which currently do not meet certain WCAG 2.2 success criterion 4.1.2 (Name, Role, Value). Also, you may come across older PDF documents that are not fully accessible to screen reader software. We are actively seeking solutions and alternatives.

Technical information about this website‘s accessibility
Havering Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to ‘the non-compliances’ listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
1.4.5 (Images of Text) - There are some images of text, therefore the text is inaccessible to screen readers and can become unreadable when resized. Users who rely on assistive technologies may struggle to access important content.
By September 2025, we plan to either remove these images or replace them with actual text.
If an image of text must be used, we will provide a text alternative that conveys the same information. When we publish new content, we’ll make sure our use of images meets accessibility standards.
4.1.2 (name, role, value) - We have done everything within our power to make our website comply but some content and functionality provided from third-parties does not meet WCAG 2.2 success criterion 4.1.2 (name, role, value) thus potentially disabling compatibility with assistive technology, such as screen readers, screen magnifiers, and speech recognition software, used by people with disabilities.
This must be resolved by said third parties. As such, we cannot be sure when these issues will be resolved.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.
Any new PDFs or Word documents we publish will meet accessibility standards.
Live video
We do not plan to add captions to informal live video streams because it is exempt from meeting the accessibility regulations.
What we’re doing to improve accessibility
We continuously monitor website and application accessibility trends and aim to resolve the third-party compliance issues as soon as possible. We are also committed to making all new platform content and features accessible.
We have recently actioned several improvements to enhance our website accessibility by conducting a full WCAG 2.2 AA Accessibility Audit and actioning fixes identified as part of that audit.
If you would like to provide feedback about the accessibility of the website then please contact us using the details above.
Developments to the website in line with user feedback about accessibility will be evaluated in line with what is likely to make the largest impact to our users and the cost of achieving these objectives.
