SEND Reforms

The White Paper is a document that set out possible changes to legislation and was published on 23.02.26.

A 12 week consultation was held which closed on 18 May 2026 and enabled people to have their say and respond to questions about the White paper.

Following the consultation, further discussion will take place before a Bill is formally presented to Parliament and any future changes to the SEND system agreed.

Please also be aware that any changes that are eventually agreed will take a number of years to implement and their commencement will be widely publicised.

In the meantime and for the foreseeable future, the current SEND legal framework remains in place.
